Bloomberg: About 2,400 Ukrainian Civilians Killed by Russian Strikes in 2025

About 2,400 Ukrainian civilians were killed by Russian strikes in 2025, a 30% increase compared to the previous year, Bloomberg reports, citing a report by European governments. According to the same data, around 12,000 Ukrainians were injured, the outlet Current Time notes.

More than 2,000 Ukrainian civilians were killed between March—when discussions on possible paths to peace began at the initiative of U.S. President Donald Trump—and December, the agency reports. Talks on peace initiatives are still ongoing and have so far produced no results.

As Bloomberg writes, in the second half of the year Russia launched an average of 5,300 drones at Ukraine each month—five times more than the monthly average in 2024.

As a result of Russian strikes, dozens of people were killed at once on several occasions throughout the year, including in attacks on multi-apartment residential buildings, notably in Kyiv, Ternopil, Kharkiv, and Kryvyi Rih.

The total number of civilian deaths in Ukraine since the start of the Russian invasion has reached approximately 15,000, while the number of injured has exceeded 40,000, the report says. The deaths of 758 children have been confirmed. The actual number of victims may be higher.

According to European sources cited by the publication, the intensification of strikes on Ukraine in recent months indicates that Russian President Vladimir Putin is trying to gain leverage in negotiations by demonstrating a willingness to escalate violence.

The Kremlin did not respond to Bloomberg’s request for comment.

Earlier, the UN Human Rights Monitoring Mission in Ukraine reported that at least 2,514 people were killed and 12,142 injured in the country in 2025. This represents a 31% increase compared to 2024 and a 70% increase compared to 2023.

Civilians killed in 2025 as a result of shelling and drone and missile strikes were also reported in Russian-occupied territories of Ukraine and in Russia itself. According to the UN, about 250 people were killed in Russia as a result of Ukrainian strikes over the year.
